Dot Dot Dot
The first effect is achieved by overlaying 4 grids of dots (CMYK) over the image and scaling each dot appropriatly
The second works similar, but instead of a grid of dots, first high contrast areas are identified. then dots are randomly places given the color based on their location and finally scaled proportionally to how far they are from high contrast areas. As such dots in low contrast areas are larger.
